GENERAL DESCRIPTION

Performs professional, supervisory and administrative work directing the day-to-day operation of a branch library.  Duties include maintaining the facility, and selecting, training, scheduling, and evaluating branch staff. Supervision is exercised over a staff of full and part-time employees engaged in various phases of library operations. Work includes making data-driven decisions in developing and implementing programs, services, and special events to promote use of the branch, and aligning programs and activities with system and County-wide goals. The Branch Librarian participates in the budget process and long-range planning, and manages expenditures for part-time staff and branch programs. Works under general supervision of the Assistant Director who reviews work for achievement of desired goals and objectives. Branch location assigned subject to change. Does related work as required.

 

ESSENTIAL JOB FUNCTIONS

  • • Develops goals, plans, programs, services, and procedures for a branch library
    • Manages, supervises, and participates in all daily service and support operations within a branch; performs related basic level work as required
    • Develops projections of resources and personnel necessary to meet established goals and objectives
    • Participates in the hiring, training and development of staff, evaluates staff performance, sets schedules and work flow priorities, applies appropriate procedures and policies, and ensures the accomplishment of work
    • Manages branch budget for part-time staff and programs, provides budgetary input in the form of projected needs for personnel, collection, programs, and equipment
    • Provides reference, readers' advisory, and circulation services directly to the public
    • Assists in the overall marketing of library collections, services, and programs, promotes interest in the library as a community resource, and participates in community activities as appropriate
    • Works collaboratively with the other branch managers and library management to ensure services are responsive to patron needs
    • Ensures that building and grounds of the branch are properly maintained
    • Participates in the inventory and weeding of the adult print and non-print collections, may make recommendations for acquisition of materials
    • Prepares reports and statistics for branch
    • Develops programmatic materials and teaches technology and software skills to the staff and public
    • Responds to patron complaints and/or concerns, attempts to resolve problems, refers intractable issues to administration
    • Recommends new or replacement equipment and software purchases or upgrades
    • Conducts staff conferences and meetings
    • Promotes and maintains an active volunteer program
    • Attends professional meetings and workshops

REQUIREMENTS/PREFERENCES

Education  
Required: Master's degree in Library Science or Library/Information Science from an ALA-accredited college or university or a combination of experience and ability to complete MLS and acquire Library of Virginia Certification within one (1) year from date of hire.
 
Experience  
Required: Considerable experience in professional library work or comparable public, retail, or technical service experience. Recent substantive training or accredited coursework in relevant areas may be an acceptable substitute for professional library experience, particularly when combined with other responsible retail, public or technical service experience.
Preferred: Experience managing and supervising library services

Certifications/Licenses
Eligibility for professional certification from the Library of Virginia
Valid Virginia driver's license with a good driving record.

Knowledge, Skills and Abilities

  • Thorough knowledge of professional library science and library management
  • Knowledge of practices and techniques used to ascertain and meet community needs for library services
  • Ability to plan, organize, and implement branch activities to promote the goals and mission of County libraries
  • Knowledge of databases, electronic resources, ILS, and office software and other computer applications
  • Ability to interact effectively with the public and staff
  • Ability to speak in front of groups
  • Ability to establish and maintain effective working relationships with all levels of library staff, patrons, County staff, and members of community organizations and area businesses
  • Ability to provide leadership, supervise, and evaluate the work of others
  • Ability to conduct work with attention to detail
  • Ability to remain composed when dealing with multiple priorities or with difficult situations or individuals, and adapt quickly to changing situations and varied work schedule
  • Ability to effectively search online or traditional resources and evaluate retrieved content
  • Ability to make independent decisions

Additional Requirements:
Subject to a complete criminal history and Child Protective Services background search with acceptable results. Must also be able to perform the job as described in the Physical and Environmental Demands section of this job description. Evening and Saturday work required.
 
Supervisory Responsibilities:
Supervises full and part time staff assigned to a branch library, and supervises volunteers.
