The Lead Librarian II will act as primary responsibility, supervise public programming, creating a unit outreach plan for youth, teen, and adult services grounded in the Virginia Beach Public Library strategic plan, and serve as a member of the unit management team.

Program Coordination:

  • Review all program proposals and approve program plans
  • Serve as liaison between branches and Programming and Community Outreach unit. Attend system programming team meetings
  • Provide leadership and training for staff in the planning, development, presentation, and evaluation of library programs to ensure that quality programs are provided for library customers. This includes leading programming team meetings
  • Communicate training, materials, and collection needs for unit programming
  • Outreach Coordination

In partnership with Program Coordinators:

  • Develop consistent service plans based on community analysis
  • Schedule unit level outreach services and collaborate and communicate with the Programming and Community Outreach Manager, and Community Outreach Coordinators to create outreach plan

Programming:

  • Assist with the planning and presentation of, at minimum, two systemwide annual events
  • Develop, present, and evaluate programs or presentations to inform community groups of library services
  • Provide programming for all audiences as scheduling allows.

Supervision and Leadership:

  • Schedule and supervise the work of all Library Program Specialists (LPS) in Programming and Community Outreach Unit
  • Lead staff in creating and implementing annual goals and objectives reflecting City and Library Department vision to ensure quality customer service to internal and external customers
  • Work with Programming and Community Outreach unit management team to prepare and schedule staff and authorize leave to ensure an equitable distribution of work and adequate staffing to provide quality customer service
  • Document and prepare quarterly and annual employee performance feedback to encourage, counsel, discipline and set goals for LPS staff
  • Identify training needs and opportunities for LPS staff and develop training programs to provide staff with the skills to deliver quality service
  • Contribute to staff meeting agendas and lead discussions to explore continued improvement opportunities, solicit feedback, promote teamwork, and provide training
  • Lead or participate in a team process to develop criteria to interview, evaluate, and select candidates to hire the best applicants
  • Serve as a member of the Programming and Community Outreach management team and Person in Charge (PIC)
  • Participate in collection maintenance along with other members of Programming and Community Outreach team and in collaboration with Materials Management Librarians
  • Document accident, personnel, and incident reports to comply with department, city, state, and federal guidelines

Purchasing:

  • Purchase program material utilizing the city’s procurement process

Customer Service:

  • Work customer service points regularly
  • Respond to internal and external customers in crisis by identifying concerns or complaints by using independent judgment, discretion, and negotiation skills to determine appropriate resolution.
